Questions: Task 1 Scenario: As a recruited Health and Safety (H S) Manager for "Just a Trip', a new aircraft servicing company , you have been tasked with ensuring the company meets all H S regulations for the specific hangar work areas prior to the first intake of aircraft. You are therefore to identify and compile a spread sheet detailing the hangar's work areas that apply to the following regulations: - COSHH- Noise at work- Pressure systems- Manual handling- Personal protective equipment- Control of asbestos- Health and Safety at work Act- Management of health and safety at work- IEE wiring regulations- EMC directive (Electromagnetic compatibility) Note: Include current UK and EU regulations Task 2 For the scenario given in task 1, and using the HSE approved code of practice list, (https://www.hseni.gov.uk/resources/codes-of-practice.htm), select the appropriate documentation as applicable to the work areas/regulations. Describe how these codes of practice are applicable to the Health and Safety of the organisation. Answers: Task 1 Introduction The aircraft servicing company has a number of hanger work areas which is extensive and efficient. The company comprises of six hangers and a total area of 40,000 sq meters. As a Health and Safety Inspector it is required to investigate each and every corner of the area of the company specially the hangers to verify that the place is secured and the company has maintained all the health and safety rules and regulations of the United Kingdom and the European Union (Sprenger and Farrar, 2007). Table 1: Spread Sheet of the hangers work areas that apply to the given regulations:- Legislation or Regulation Work area Hazard Issues Procedures in place Note/Comments COSHH Aircraft Hanger Substances causing degrading effect on health. The Control of Substances Hazardous to Health Regulations 2002; EU Directive 78/610/EEC, EU Directives 90/394/EEC, 89/677/EEC and 98/24/EC The Control of Substances Hazardous to Health Regulations 2002 provides the general requirements for the health, safety and protection of the workers. The six hangers, the maintenance overhaul, line maintenance, fleet management and engine overhaul all these areas require the COSHH regulations to be maintained. most of the COSHH regulations also implement a number of European Union Directives. The EU Directive 78/610/EEC applies to these work areas that deal with the protection of the health of teh workers due to the exposure to harmful chemicals such as vinyl chloride monomer. Other EU Directives such as 90/394/EEC, 89/677/EEC and 98/24/EC further protects employees from other harmful chemicals. In accordance to these EU and UK regulations the aircraft servicing company has taken measures for such protection of the employees. Noise at work Aircraft Hanger Hearing Impairment The Control of Noise at Work Regulations 2005 The work area that involves the changing of passenger aircrafts to cargo aircrafts known as the Passenger-to-Freighter conversion area, is one area where a lot of structural changes in the aircraft takes place (Gilbert, 2008). Hence with regard to the noises in this area it is crucial that proper measures are taken by the servicing company. According to The Control of Noise at Work Regulations 2005, the employers are to provide hearing protection and training and health surveillance. The company provides for proper risk assessment to ensure that the employees are protected from the hearing problems since they are exposed to loud noises in this area. pressure systems Aircraft Hanger Serious injuries from the hazard of stored energy Pressure Equipment Directive 97/23/EC , EU Directives Simple Pressure Vessels Directive 87/404/EEC, Simple Pressure Vessels (Safety) Regulations 1991 The EU provides for Pressure Equipment Directive 97/23/EC which applies to manufacture, design and assessment of all pressure equipments which includes vessels, safety and pressure accessories. There are two other EU Directives Simple Pressure Vessels Directive 87/404/EEC and Simple Pressure Vessels (Safety) Regulations 1991. These Directives aim to prevent any serious injuries from the hazard of stored energy due to the failure of the pressure systems. The Company has safety policies and surveys based on these EU regulations to prevent any accident. manual handling Aircraft Hanger Risk Factors leading resulting from pushing and pulling of things. UK guidelines on manual handling and the Servisair - manual handling training The Manual handling of parts of the aircraft or any other cargo or materials by the handlers may lead to many risk factors. While pushing or pulling of things, stacking of bags any result in risks due to the absence of effective management and supervision. Based on the UK guidelines on manual handling and the Servisair - manual handling training this Company has improved machineries in order to provide sufficient assistance to the manual handlers. In order to reduce risks handling aids are also available which would be safe. Adding handling aids would give the Company even better protection to the handlers working under dire circumstances (Russ, 2010). Further, conducting risk assessment, ergonomics audits and making the handlers engage in infrastructure designs would further reduce the chances of risk. presonal protective qeuipment Aircraft Hanger Eye, Ear and skin Problems GUIDANCE ON THE PERSONAL PROTECTIVE EQUIPMENT AT WORK REGULATIONS 1992 According to the GUIDANCE ON THE PERSONAL PROTECTIVE EQUIPMENT AT WORK REGULATIONS 1992, the company is required to abide by the rules of Great Britain in this regard. In respect of line maintenance, technical handling, airspace maintenance safety measures with personal protective equipments are necessary and vital for the protection of the employees. Different protective equipments for head protection, eye protection and foot protection are essential. While conducting a thorough inspection it was noticed that the company has provided proper head and foot protection to the employees (Black, 2012). However, with regard to the eye protection it is important to mention that it being a servicing company it is essential that eyes are protected from dust and chemicals (Nichols, 1998). However, according to the UK regulations, suitable type of PPE with 'CE' marked was not provided to the employers. control of asbestos Aircraft Hanger Severe health issues resulting asbestosis. Control of Asbestos Regulations 2012 According to the Control of Asbestos Regulations 2012, the employers are required to consult safety representatives appointed by trade unions according to the Safety Representatives and Safety Committees Regulations 1977. They further need to carry out risk assessment, plan the work and provide appropriate information (Edwards and Webster, 2012), instructions and training to the workers who work with asbestos. The organization has conducted proper risk assessment and has also giving appropriate training to the workers who work with asbestos. however, providing training in this regard will not be sufficient to for protection in cases of any accidents. So to have enough safety measures during accidents additional measures should be taken. Health and safety at work at work Aircraft Hanger Safety of the health of the workers. Health and Safety at Work etc. Act 1974 The Health and Safety at Work etc. Act 1974, provides for the basic framework and authority for the regulations and enforcement of the health and safety measures within the territory of United Kingdom.
